Project/Unit Summary:
Funded by UNICEF and implemented by Albayan under the technical oversight of CESVI, the Programme strengthens access to quality psychosocial support for vulnerable children in Libya in 2026. It delivers structured group PSS activities through Baity Centers, community-based settings, and mobile outreach linked to Non-Formal Education and remedial classes. The Programme also conducts awareness and positive parenting sessions for Libyan and non-Libyan parents and caregivers, promoting children’s well-being, protection, and resilience in both static and hard-to-reach locations.
Position Summary:
Under the supervision of the Education and Protection Coordinator and with technical guidance from the Protection Specialist, the Senior Protection Case Worker is responsible for coordinating, supervising, and ensuring the quality implementation of Protection activities under the UNICEF project. The position provides day-to-day technical supervision and support to Protection Case Workers, and the Psychologist while ensuring compliance with Child Protection Minimum Standards, CESVI Standard Operating Procedures, donor requirements, and safeguarding principles.
The Senior Protection Case Worker works closely with the Education and MHPSS teams to ensure integrated service delivery and coordinates with CESVI’s support departments, including Administration, Logistics, Human Resources, and MEAL, to facilitate effective programme implementation.
Responsibilities and main tasks:
General Management and Accountability
- Supervise the implementation of Protection activities at Baity Centers and through mobile outreach services, ensuring activities are delivered on time, meet quality standards, and achieve project indicators.
- Provide daily technical supervision, mentoring, and guidance to Protection Case Workers, and the Psychologist.
- Monitor the quality of case management services, ensuring compliance with Child Protection Minimum Standards (CPMS), Best Interests Procedures (BIP), CESVI SOPs, and inter-agency guidelines.
- Conduct regular case file reviews and provide technical feedback to strengthen case management quality.
- Ensure timely identification and follow-up of high-risk protection cases requiring immediate intervention.
- Monitor implementation progress and proactively identify operational risks, proposing mitigation measures to the Education and Protection Coordinator and Protection Specialist.
- Ensure safeguarding, confidentiality, child participation, and survivor-centred approaches are integrated throughout all Protection interventions.
- Support integrated programming by coordinating closely with Education, MHPSS, and other programme components.
- Prepare monthly Human-Interest Stories in coordination with the Education and MHPSS teams.
- Perform any other duties assigned by the Education and Protection Coordinator, Protection Specialist, or Project Manager.
Technical Supervision and Case Management
- Provide ongoing technical supervision and coaching to Protection staff throughout all stages of case management, including identification, assessment, case planning, referrals, follow-up, and case closure.
- Support staff in managing complex Protection and high-risk cases through regular case conferences and technical consultations.
- Review case documentation to ensure accuracy, completeness, confidentiality, and compliance with CESVI procedures.
- Monitor internal and external referral pathways to ensure children receive timely and appropriate services.
- Coordinate closely with MHPSS, Education, Health, Legal, and other service providers to ensure integrated support for vulnerable children and caregivers.
- Lead the case management of complex, high-risk or sensitive cases, serving as the primary case manager when advanced assessment, coordination, decision-making, or stakeholder engagement is required, while ensuring timely, client-centered, and high-quality case management in line with organizational standards and safeguarding principles.
Human Resource Management and Capacity Building
- Supervise the day-to-day performance of Protection staff under the UNICEF project.
- Organize weekly team meetings to review progress, discuss challenges, monitor work plans, and strengthen coordination.
- Identify staff capacity gaps and coordinate training, mentoring, and coaching sessions in consultation with the Education and Protection Coordinator and Protection Specialist.
- Support staff induction and orientation on Protection of case management procedures, safeguarding, reporting requirements, and data protection.
- Promote staff well-being and encourage good practices related to stress management and self-care.
Monitoring, Documentation, and Reporting
- Ensure all Protection documentation, case files, referral forms, and activity records are complete, accurate, confidential, and securely maintained.
- Monitor Protection programme data, including case management indicators, referrals, Individual Protection Assistance (IPA), and service delivery trends.
- Collect, compile, analyse, and validate programme data to support quality monitoring and evidence-based decision-making.
- Prepare and submit high-quality weekly, monthly, and donor reports within agreed deadlines.
- Verify activity reports and supporting documentation to ensure consistency and accuracy before submission.
- Ensure all reporting commitments, both internal and external, are fulfilled in accordance with CESVI and donor requirements.
- Coordinate with MEAL staff to ensure data quality and programme monitoring requirements are met.

Minimum Qualifications & Technical Skills:
- University degree in relevant field (social sciences, social work, or psychology).
- Minimum three years of experience as a case worker, PSS or Protection Officer.
- Excellent knowledge of case management cycle, and application of case management processes.
- Experience working in CSO or iNGOs.
- Experience working with vulnerable populations, including children affected by conflict and displacement.
- Fluency in Arabic and strong written and spoken English skills.
- Excellent drafting, interpersonal, interviewing, and communication skills.
- Demonstrated ability to work with highly vulnerable groups.
- Demonstrated team leadership, coordination, supervision, and capacity-building skills.
