1. About CESVI Libya Mission:

2. Project/Unit Summary:
The project aims to strengthen institutional capacities for inclusive and evidence-based local development planning in Benghazi and Derna through stakeholder engagement, capacity building, participatory prioritization processes, and strengthening of Urban Observatory systems and data-driven planning mechanisms.
3. Purpose of the Consultancy:
To provide technical expertise in local development planning, SDG localization, governance, and institutional strengthening to support the identification of inclusive local development priorities in Benghazi and Derna and strengthen evidence-based planning processes within Urban Observatories. The consultant will support the design and implementation of participatory planning processes, the development of local development priorities, and the alignment of local planning frameworks with national development agendas and Voluntary Local Review (VLR) methodologies.
4. Objectives:
1-Support the identification and prioritization of inclusive local development needs and opportunities in Benghazi and Derna.
2- Strengthen local stakeholders’ capacities on SDG localization, integrated development planning, and participatory approaches.
3- Support the development of evidence-based local development priorities through participatory and multi-stakeholder processes.

4- Strengthen the alignment between local and national development frameworks and planning systems.
5- Support the integration of SDG localization and Voluntary Local Review (VLR) approaches within Urban Observatory systems and local planning processes.
Scope of work:
The consultant will:
1- Support stakeholder mapping and engagement processes to ensure broad and inclusive participation in local development deliberations.
2- Review and contribute to the adaptation of training curricula and materials on SDG localization, interconnected development dimensions, participatory planning approaches, and evidence-based decision-making.
3- Contribute to the design and delivery of capacity-building workshops in Benghazi and Derna and support the assessment of participants’ learning outcomes.
4- Support the review of available local development frameworks, policies, strategies, and data sources relevant to Benghazi and Derna.
5- Contribute to the identification of local development indicators, priorities, and planning considerations through collaboration with technical experts and local stakeholders.
6- Support the organization and facilitation of stakeholder consultations, focus group discussions, and participatory planning processes to identify local development priorities.
7- Lead and contribute to the drafting of Local Development Priority Reports for Benghazi and Derna based on evidence generated through project activities and stakeholder consultations.
8- Support the organization and facilitation of validation workshops to review and endorse identified local development priorities.
9- Analyse the alignment between national and local development frameworks, planning processes, and institutional arrangements, with particular attention to SDG localization and policy coherence.
10- Support the development of training materials and mentoring activities aimed at strengthening Urban Observatory capacities in evidence-based development planning.
11- Contribute to the development of practical guidance and tools for integrating VLR methodologies and SDG localization approaches into Urban Observatory systems and workflows.
12- Facilitate coordination and knowledge-sharing processes among Urban Observatories, municipalities, and national stakeholders to promote institutional learning and sustainability.
13- Support the formulation of policy-oriented recommendations to strengthen the alignment between national and local development approaches and frameworks
14-Work closely with the Information Management Consultant, Facilitator, Conflict Sensitivity Consultant, and Gender Specialist to ensure integrated and inclusive implementation of project activities.
6. Deliverables: The consultant shall contribute to the production of:
Deliverable 1.0 – Stakeholders’ Mapping
Deliverable 1.1 – Updated/amended training curriculum and materials covering SDG localization and interconnectedness of development dimensions, data analysis, and participatory tools
Deliverable 1.2 – Training reports on workshops in Benghazi and Derna, including pre- and post-training evaluations
Deliverable 2.1 – Review of available data sources pertaining to local development in Benghazi and Derna
Deliverable 2.2 – Indicator development and data collection towards the establishment of local development priorities
Deliverable 2.3 – Stakeholder consultations and FGDs, including summary report of key outcomes
Deliverable 2.4 – Draft Local Development Priority Reports (Benghazi & Derna)
Deliverable 2.5 – Validation Workshop Report
Deliverable 2.6 – Final Local Development Priority Reports
Deliverable 3.0 – National and local development frameworks’ mapping
Deliverable 3.1 – Training manual for Urban Observatories in Benghazi and Derna on informing evidence-based development planning and minutes of mentoring sessions, including stakeholder feedback
Deliverable 3.2 – Guidelines/tools for integrating VLR methodology into Urban Observatory systems
Deliverable 3.3 – Minutes of coordination and knowledge-sharing meetings, including reflections on lessons learned
Deliverable 3.4 – Policy-oriented recommendations on effective alignment between national and local development approaches and frameworks
7. Timeframe:
Total duration: 4 months
Level of effort: variable depending on assignment phases and deliverables
The Consultant will be engaged on an intermittent basis aligned with key project milestones
8. Minimum Qualifications & Technical Skills:
Master’s degree (preferred) or Bachelor’s degree in Urban Planning, Development Studies, Public Policy, Governance, Economics, Social Sciences, Public Administration, or a related field.
Minimum of 3 years of proven professional experience in local development planning, governance, urban development, public policy, or related fields.
Demonstrated experience in designing and delivering capacity-building and training programmes, preferably in the areas of local governance, development planning, SDG localization, participatory planning, or institutional strengthening.
Strong facilitation skills and demonstrated ability to lead interactive workshops, stakeholder consultations, focus group discussions, and multi-stakeholder dialogue processes involving government entities, civil society organizations, academia, private sector actors, and community representatives.
Proven experience supporting the development of local development strategies, planning frameworks, policy recommendations, or territorial development initiatives.
Sound understanding of sustainable development frameworks, including the Sustainable Development Goals (SDGs), localization approaches, and Voluntary Local Reviews (VLRs).
Experience working with municipalities, local authorities, Urban Observatories, development agencies, or governance programmes is highly desirable.
Familiarity with the Libyan context, or with similar fragile, conflict-affected, or politically complex settings, is highly desirable.
Excellent analytical, report-writing, presentation, and stakeholder engagement skills.
Fluency in Arabic and good working knowledge of English.

A technical proposal outlining the proposed methodology and approach for the consultancy.
A financial proposal, including the consultant’s daily rate and total consultancy fee.
A CV highlighting relevant experience.
Two references from similar previous assignments.
10. Budget
The Consultant is expected to include all travel costs and other necessary expenses in the financial proposal. The financial proposal shall provide a realistic and fully justified breakdown of all costs. The Consultant is also required to use his/her own IT equipment for the performance of the assignment.
