Purpose of the role:

The Localization Officer plays a pivotal role in developing and operationalizing CESVI’s localization strategy in Libya. The incumbent plays an important for identifying, selecting, and managing partnerships with Civil Society Organizations (CSOs) across project locations. Key duties encompass managing sub-grant distributions, facilitating financial and programmatic monitoring, and executing comprehensive capacity-strengthening plans. The role serves as the primary focal point for CSOs and ensures all partner engagement complies with donor guidelines, humanitarian principles, and CESVI safeguarding standards.

Essential Job Responsibilities:

  1. Local Partners Selection and Management & Grant Administration
  • Under the supervision on the Project Manager, review, amend or develop tailored tools aimed at selecting local partner;
  • Collect and review all support documentation attached to the local partner selection workflow
  • Lead and manage all operational activities related to advertising, selecting, and onboarding funded CSO partnerships, adhering strictly to multiple donor requirements and core humanitarian principles.
  • Provide dedicated support to CSOs throughout the application process, aiding their understanding of technical requirements and submission guidelines.
  • Develop and finalize operational documentation including Memorandum of Understanding (MoUs), Donation Agreements, Workplans, and Financial Reports in collaboration with partner CSOs.
  • Oversee grant distribution and maintain rigorous financial monitoring to ensure sub-partner expenditure aligns with donor regulations, CESVI internal rules, signed MOU, and humanitarian standards.
  • Serve as the central Focal Point for all CSOs engaged in ongoing projects or seeking future engagement with CESVI.
  1. CSO Training & Capacity Strengthening
  • Conduct systematic engagement and technical assessments with key stakeholders and CSOs to establish robust capacity strengthening needs assessments.
  • Formulate, manage, and execute tailored Training Plans aimed at enhancing CSO capabilities through targeted education, mentoring, and technical instruction.
  • Formulate and execute Distribution Plans to equip partnering CSOs with essential operational materials and equipment, when needed and if established as per the capacity development plan.
  • Manage all administrative approvals, documentation, and operational processes required for the seamless execution of Training and Distribution Plans.
  • Develop and lead initiatives promoting long-term networking, capacity building, and sustained engagement with current and previously engaged CSOs, including maintaining updated service mapping resources.
  1. Networking, Representation & Relationship Management
  • Coordinate active partnerships across project locations, ensuring co-implementers actively engage with CESVI and operational issues are promptly flagged and resolved.
  • Organize and facilitate regular meetings with local partners and community stakeholders to review project milestones, evaluate progress, and address implementation challenges.
  • Represent CESVI at internal and external coordination meetings aligned with CSO engagement and local-level coordination, as delegated by management.
  • Contribute to the design and implementation of the project Communication and Visibility Plan, providing expert technical guidance on visibility rules to partner CSOs.
  • Attend and represent the mission in certain events, as directed by Line Manager.
  1. Monitoring, Quality Control & Reporting
  • Ensure appropriate monitoring and evaluation activities are planned and implemented, including conducting regular field visits and quality spot-checks of field activities.
  • Utilize field monitoring visits as an opportunity to deliver real-time coaching and capacity support to implementing partners.
  • Produce high-quality monthly internal reports and compile required inputs for donor external reporting, ensuring all compliance deadlines and reporting commitments are strictly met.
  • Perform any other task or operational duty assigned by the Program Manager, Emergency Coordinator, or Senior Management Team in support of CSO localization efforts in Libya.

Minimum Qualifications & Technical Skills:

  • Degree in Development, Social Work, International Relations, Finance, Business or related field
  • Four years of experience working within the development/humanitarian sector
  • Experience with Grants Management
  • Strong negotiation and representation skills
  • Knowledge about donors and their procedures
  • Knowledge of challenges and opportunities faced by CSOs in Libya
  • Demonstrated strong computer skills in Microsoft Office, Outlook, PDF
  • Highly organized and detail oriented
  • Good report-writing skills
  • Fluent in oral and written English and Arabic
  • Able and willing to work under stress and with tight deadlines
  • Willingness to conduct field visits and outreach activities.
  • Self-motivated, optimistic, proactive and flexible mindset, with strengths in early identification of problems and mitigation strategies
