| Main Purpose |
| Defining the operational strategy for the base in collaboration with the HOM / PC. Being responsible for MSF’s operational activities in the support base. Coordinating the program activities of the support base while ensuring compliance to MSF’s charter, ethical standards and policies in order to realize efficient management of activities and reach program objectives. |
| Accountabilities |
| • Representing MSF and defending its interests before local authorities, local NGOs, donors and media to realize an active positioning and a positive public image.
• Being accountable for and supervising the execution of all program activities. Ensuring that MSF’s technical and ethical standards are followed and objectives are achieved. Coordinating activities with other MSF sections/projects in the region. • Being accountable for the proper planning, sizing, and coordination of all financial resources needed in the support base. Agreeing on the annual budget and being responsible for the financial administration of the base. • Leading the support base team under his/her supervision. Being responsible for the proper application of HR policies and associated processes in the support base (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure both the sizing of the project team and the amount of knowledge required for the activities. Briefing the teams on context related issues maximizing their commitment to MSF values and project’s goals. • Supervising the project material resources put at MSF’s disposition in order to ensure a correct use and its longevity. Supervising all orders and the Project’s purchases as well as the financial indicators, with the support of the capital referents, in order to ensure efficiency and early detect deviations and its causes. • Ensuring data collection. Evaluating programme performance and providing all the required operational reports to Head of Mission / HQ in line with Mission/HQ reporting cycle Keeping staff and Head of Mission/HQ informed and updated of context related issues. • Defining and regularly updating, in close collaboration with the Head of Mission/ HQ, the project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Managing the security in the project, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations. • Ensuring that the planned activities take into account safeguarding requirements and allow for the safe care of assisted individuals |
| Context Specific Accountabilities |
| Globally, the Base Responsible ensures safe movement management, effective networking with local authorities and stakeholders, proper supervision of drivers and base staff, and timely context analysis reporting to support decision-making.
The base responsible ensures the operational management, representation, and logistical oversight of MSF’s Tripoli rear base in line with the Head of Mission and Libya Projects Coordinators while supporting the Head of Mission with engagement and representation. Strategic operational decisions remain under Head of Mission responsibility for Tripoli. More specifically: 1. Representation & External Relations • Represent MSF before local authorities, administrations, partners, service providers, partners, collaborators and all other stakeholders in Tripoli under the guidance of the HoM and taking into account the specific operational needs of the Project Coordinator(s). • Maintain professional relationships with key counterparts (ministries, municipalities, NGOs, UN agencies, etc.). • Support the Project Coordinator and, upon request, the Head of Mission in meetings with authorities and stakeholders. • Draft official correspondence, meeting minutes, and formal requests. • Ensure proper follow-up of administrative and access-related dossiers with competent authorities and third parties. 2. Context Monitoring & Reporting • Monitor political, security, and administrative developments affecting MSF operations in Tripoli. • Produce weekly context updates to the coordination team (including the Project Coordinator(s)). • Produce monthly context analysis reports, highlighting trends, risks, and access constraints. • Contribute relevant information to the mission SitRep, ensuring timely submission. • Immediately report critical incidents or changes impacting MSF access or security. • Provide contextual insights and operational updates to the Head of Mission upon request. 3. Security & Risk Management • Conduct risk analysis and implementation of security measures at base and Tripoli level with the collaboration of the Project Coordinator(s). • Ensure drivers comply with movement procedures and security protocols. • Monitor road conditions, checkpoints, and access constraints affecting movements. • Ensure contingency measures and base-level safety procedures are implemented. • Facilitate and assist in facilitating access 4. Logistics & Movement Management • Supervise drivers and ensure effective planning of daily movements. • Ensure vehicles are properly maintained, documented, and compliant with MSF standards. • Oversee fuel consumption, logbooks, and vehicle tracking. • Ensure proper functioning and maintenance of the base premises. • Coordinate with Supply and Logistics teams for alignment with mission standards. 5. Team Management • Line-manage drivers, watchmen, and base support staff. • Ensure staff are briefed on context developments and security rules. • Ensure adherence to MSF Code of Conduct and operational standards. • Conduct regular supervision and performance follow-up. • In coordination with the deputy CoFiRH, supervise the PAM • Support preparation of briefings and documentation when requested. 6. Collaboration • Ensure smooth collaboration with projects and ensure proper service-oriented activities in matter of supply, transit, support and logistics |

| Education | • University degree highly desirable
• Specialization in Project Management is an asset |
| Experience | • Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs
