| Project description | The GIZ-project “Sustainable Transition, Energy and Environmental Partnership” (STEP), funded by the European Union and the German Federal Government, supports the Libyan government partners (GNU) to improve the regulatory, institutional, and technological conditions for the expansion of sustainable energy and promotion of climate change adaptation. The project especially focusses to capacitate partner organizations to develop specific renewable energy projects, prepare the necessary investment framework, and developed a cross-sectoral and National Adaptation Plan (NAP) to climate change. The project also works together with selected municipalities and supports them to develop climate resilient strategies and to implement measures to mitigate the risks and adapt to climate change.

| Tasks of the Water Resource Management Advisor | The Water Resource Management Advisor is responsible for:
· Technical focal point for coordination with Libyan Government Institutions/partners such as the Ministry of Water Resources, the General Desalination Company, the General Company for Water and Wastewater, and the Renewable Energy Authority of Libya for the technical implementation of project activities. · Provide advice and support to Libyan government institutions to improve and develop the necessary regulatory framework (policies, technical guidelines, frameworks, and procedures) to enhance governance for climate-adaptive water resource management. · Support Libyan government institutions in improving water conservation and the efficient use of water through desalination of seawater, water harvesting, detection and re-pair of leakages, and integration of renewable energy in desalination and water supply. · Support Libyan partners to develop projects and investment plans, and to mobilize Lib-yan and international financial resources towards the abovementioned topics. · Developing and implementing Capacity Development (e.g. trainings, training of trainers, study tours, regional exchange), as well as Organisational Development measures for the partner institution to improve water resource management and conservation. · Contracting (including development of ToR, assessing proposals) and management of larger consultancy contracts including steering and guiding teams of external experts towards supporting Libyan partners.
· Supporting the programme manager with reporting, monitoring and portfolio development
· Where appropriate and reasonable, the position holder is willing to perform tasks out-side the scope of the job description.

| Required Qualifications and professional experience
|
The necessary qualifications for the position of the Water Resource Management Advisor are:
· Master’s Degree in Water Resource Management, Hydrology, Water Resource Engineering/Technology, or Water Science. · 5 years of work in the area of hydrology or water resource management · 3 years of work experience in or with Libyan government institutions in the water sector · 3 years of work experience in the context of development cooperation · Excellent network to the Libyan Government institutions in the water sector · Work experience in the sectors of climate change and/or environment protection and/or renewable energy.

| Other knowledge, additional competences
|
· Business fluent command of English (equivalent to the level of C1) and Arabic (equiva-lent to the level of C2)
· Experience in working with international organizations and working on donor funded projects will be an asset. · Team-orientated working style, as well ability to work independently. · Ability to function well in a multi-cultural environment.

| The Water Resource Management Advisor will
· be based in the GIZ Libya Office in Tripoli. · travels to Tunisia on a regular basis are essential to proper performance of the tasks. · travel abroad on missions and for trainings.
